Confirmation Tianjin was Nuked: This was no chemical fire, this was China's 9-11.

Fat Man – “We’ve come a long way baby!”
[ Editor’s Note:   Sometimes we like to move fast on a breaking story to beat mainstream news with all their money and manpower. And it other times our sixth sense kicks in, telling us to lay back a bit, study the early reporting for clues as to what is NOT being reported, and activate one of our specialty major investigation teams.
We unfortunately had more activity on our airline crash team in the last year or so, where those teams are weighted with senior pilots and crash investigators, mostly through long time contacts. When we get into mini-nuke investigations the list grows much shorter as there are fewer of those folks around.
As you will quickly learn below, if you do not know what to look for and have some depth in the scary science of what make various things go boom, and the trail left behind to tell you what it was, have the evidence in front of you is of no consequence.
We have added more technical material than usual for a general audience as this piece had to also be written for weapons and explosive experts around that world, and they will catch on this game very fast. Fortunately explosives are an intensively studied field with massive amounts of testing and data collected. The people who look at this stuff in their profession have to walking encyclopedias of the past research so they can spot a tiny clue in a photo of massive destruction.
We have stepped up to the plate to do this because we have the ability and for the reason I gave Dr. Jim Walsh of MIT’s Securities Studies Program.  On a recent Press TV The Debate show on the anniversary of the Nagasaki bombing, I had planned to plug mini-nukes once again as the elephant in the living room of terror threats that the world now faces.
It is also one where there is a total security, media and academic institutional stand down on warning the public about any of this as more than a few countries have and are using these. That group does not include Veterans Today and it never will.
We feel we have a duty to push exposing this threat until the public wakes up that if they don’t get off their butts and start screaming you are going to see more of these happening. We have warned that doing nothing would only embolden those doing this, and we were right
So I dedicate this article today to “expert” Mr. Walsh who was upset by my mention of the mini-nuke threat to the point of attacking it saying,
“I think this idea that there has been testing of mini-nukes around the world is crazy conspiracy talk. No serious person believes this… there is a test ban treaty that has monitoring testing posts all around the world designed to detect nuclear explosions associated with testing, they have never turned up any of this. I know of no serious person who believes that.”
My context of course, which I am sure Walsh understood, was not in formal testing, but “live” testing…as in on people and targets to demonstrate what they can do and to send a message to someone(s)…and yes…to terrorize people. So Mr. Walsh, excuse me if we don’t consider you and your buddies “serious people” as with you protecting us we are in sad shape. And speaking of that, you and your crowd need to shape up or ship out, sir… Jim W. Dean ]

[ Update: We have a followup article showing a frame by frame analysis of the explosion video. ]

Two weeks ago a devastating explosion took place in the port city of Tianjin, China. Official reports claimed a chemical storage facility had caught fire and exploded. Mobile phone footage taken by residents showed an enormous blast and fireball.

Within days, aerial photos revealed the stunning extent of the damage. A steaming black crater marks ground zero, while the apocalyptic surrounding landscape is charred and flattened. Rows of burnt-out cars and twisted shipping containers stretch into the distance on all sides

The extent of the devastation is such that it must have been a very big bang indeed

We were immediately suspicious, such huge explosions have to be viewed with suspicion these days when tactical nuclear weapons can and are used with alarming frequency – 9-11, The Khobar Towers, the Haiti Earthquake and most recently, air dropped on Yemen.

Massive devastation over a wide area.

The mobile phone as radiation detector

The key clue that allowed us to identify the use of a nuke in Yemen was the presence of scintillating pixels – white dots that flashed on and off briefly in the mobile phone videos of the explosion. The CCD imaging sensor within the camera phone is being struck by radiation thus causing a pixel to overload and appear white; in this way a mobile phone can serve double duty as a crude but effective radiation detector.

When the Tianjin blast occurred I immediately looked at the mobile phone footage of the blast and tried to find scintillating pixels; I couldn’t find any, but the huge white hot fireball and sheer size of the blast effect apparent in the footage (shaken buildings, breaking windows etc.) certainly didn’t feel like a conventional explosion to my relatively untrained eyes.

It was actually VT Contributor and expert on all things nuclear, Jeff Smith who taught us about scintillating pixels and the use of a mobile phone camera to detect radiation; therefore I consulted him about the lack of scintillation in the Tianjin footage:

Scintillation is based on the distance from the blast. The farther you get away from the blast the less neutron exposure you get. CCD Cameras will detect scintillation but only at high levels. They are not sensitive to far field radiation patterns. All CCD cameras were too far away to be sensitive enough to show scintillation properly.
So you have to look at the white out in the centre of the photo. This is where the brightness is so great that it overloads the ccd pickup chip causing a clipping effect. The fact that the fireball was whited out or clipped indicates that the colour temperature was over 4,000 degrees C. Only achievable in a nuclear blast. The cameras auto gain circuit clips the video level for being too bright so you get a white out on the screen.

The fireball with white hot centre.

No scintillation but a clear piece of evidence indicating a nuclear explosion in the form of the huge white fireball – once again, mobile phone footage proves useful in deciphering the truth.

The parking lots full of toasted cars

As reports and images became available, we studied them carefully for evidence of the use of a nuclear weapon and sadly, it was not long before we found it – the first big clue coming with the pictures of the thousands of toasted cars that looked eerily like those seen on 9-11.

Thousands of burnt out Volkswagen Beetles close to ground zero in Tianjin

While a layman like myself can recognise the overall similarity, it takes an expert to fully analyse the evidence contained in the pictures; luckily, at VT we have such an expert in the erstwhile Jeff Smith who provided the following analysis:

Normal people are not trained in what to look at so they simply ignore the obvious. However, once you see enough explosions like this you begin to spot the artefacts in the photos real fast. Unfortunately all of these people that know this stuff usually work for the government. Just like I did.
The big clue is in the ash produced and the exploding radiators on the cars. They show the radiation and the blast patterns the best. All melted rubber, glass, and aluminium but no melted steel? This tells you it is from radiation and not from a gasoline fire. Temps between 1500 degrees C for melting aluminium and less than 3,000 degrees C for melting steel. Everything organic ashes below 450 degrees C.
This had a plasma fireball that was over 4,000C! Only a nuke can do that. The clue is in the white ash leftover from the thermal blast.

White ash caused by the thermal blast covered everything near ground zero

A. The fuel tanks did not explode.

B. The rubber tires were ashed not burned see the white powder residue around the cars.

C. The radiators are all gone; indicating Freon explosions.

D. All the glass is ashed or melted; also the the glass was blown out not in.

E. All new white cars show extreme effects from very high temperature heating. The paint is badly damaged due to a very high oxidation rate effect.

F. Silicone rubber tires ash at 500 degrees centigrade. Glass ashes at 1500 degrees centigrade. Gasoline at 250 degrees centigrade. Tires melted but no gas tank explosions; just like on 911.

G. Yellow Volkswagen Beetle cars untouched due to location indicating radiation shielding from a nearby building. Just like on 911….

H. Finally and most important is all of the nano particle sized ash on the ground everywhere. Purple haze in photo is an indication of toxic levels of the gases fluorine, chlorine and sodium.

Conclusion; The damage to the cars was produced by neutron radiation damage and not by conventional explosives or a fuel-air explosion. The distance from ground zero is too great for a standard blast to melt the glass and tires. Also the cars fuel tanks were shielded from the heat of the ignition source.

Purple haze indicating the presence of toxic levels of the gases fluorine, chlorine and sodium

So there you have it, the ‘smoking gun’ evidence of a nuke is to be found among the smoking wreckage of those incinerated cars. However, the pictures of burnt out cars contain more evidence to be analysed before we move on to the other evidence.

The melted radiators and the role of Freon

As you can clearly see in the picture below, the radiator of this vehicle has been completely destroyed, incinerated into ash. Only the steel top plate remains, all of the aluminium and copper of the radiator core have been turned into a pile of ash. Once again, our resident expert Jeff Smith was able to provide insight and analysis of what we are seeing:

Incinerated remains of a car close to ground zero.

Incinerated remains of a car close to ground zero.

All of the radiators exploded from Freon decomposition into methane, deuterium fluoride, and phosgene gas; thus causing engine fires – note the melted hoods and also how overpressure from an air burst explosion has compressed the hoods of the cars.

The copper-clad/aluminium automotive radiator is transparent to nuclear radiation. It acts as a black body hollow-ram neutron reflector and functions just exactly like its bigger brother the two staged Teller-Ulman H-bomb. What this means is if you put DT gas or 2HF (Freon) in a vacuum chamber such as a car radiator, you reduce its density thus it take less energy to either split it or fuse it when exposed to neutrons, Gamma-rays or even soft x-rays from a nearby nuclear explosion – if the blast is large enough or close enough.

This forms the basis of a micro nuclear explosive device, with ignition temperatures high enough to melt just about anything that comes in contact with it. The key is in the lower density of the gas making compression of it a lot easier. This explains all of the melted car air conditioning radiators and follow on fires. Also the lack of fallout.

Here you can actually see the radiators at the front of the cars are on fire but the
rear of the cars are untouched.

See Appendix A.

The Crater at Ground Zero

Once again, Jeff Smith was able to provide detailed analyses of the available imagery of the blast crater at ground zero and the damage to the surrounding area. Jeff along with Jim stone and others stated that:

This was NOT an accident, the fracture pattern around the crater proves a to be a shallow sub ground burst. If it was a sub ground burst, then a small nuclear weapon is the biggest possibility because once a nuke has to push dirt, the blinding flash will not be seen. A slightly subsurface detonation would explain why camera sensors did not get strange artefacts. And if it was not a nuke, it was something else incredibly huge, but not a fuel air bomb because fuel air bombs will not leave craters. They also leave an oily carbide residue on everything.

Even my layman’s eye can immediately tell that the explosion that caused this level of devastation was far beyond a mere explosion of stored chemicals. Also, there were no storage buildings at ground zero, just some stacks of shipping containers. Also, it is obvious to me that immense heat was present – look at the gray-white ash everywhere. Jeff was able to explain what I was seeing in these disturbing images:

A little bit more of a detailed explanation: If the blast happened at ground level, almost all of the energy would go upwards and the blast would not have made a large deep crater, especially one large enough and deep enough to make that lake. If you look to the right hand side of the lake, you can see fracture patterns in the earth, which were caused by the earth being compressed sideways and not downwards. This would only be done with a sub surface blast. After the blast, the earth bounced back towards the centre of the lake, which opened up the cracks.

Look closely at the ground around the lake. Those who claimed it was not a nuke cited the fact that if it was, everything around the crater would be vaporized and wiped clean. Now that we have the real crater pic from the big blast, YEP, it matches that perfectly. Take a look at the containers laying in the lower left corner of this picture – they have no paint or colour, which means they had the surfaces incinerated by intense heat only a nuke or other super weapon would reach. If this was a carbide blast, they would be black or have their original colours to some degree, complete colour change to only gray proves this explosion was FREAKING HOT.

That type and size of blast crater will only happen if a massive bomb goes off a few feet underground, such as a tactical nuke in a drain pipe which leaves scant few alternative options. No chemical blast did that, PERIOD. The building that is still standing in the upper right hand side of the frame is a typical example of what is left after a nuclear test, concrete buildings seldom get levelled, but they do get gutted by nuclear blasts. Just look through pictures of the soviet nuclear tests and you will see this. Bottom line? The aftermath is completely consistent with a nuclear blast.

Even to the untrained eye, the imagery of the aftermath of this awful event cannot be mistaken as anything other than horriffic; when you also have expert testimony that explains the true nature of what you are seeing the imagery becomes even more shocking and disturbing. Destruction on this scale will become commonplace if the perpetrators are allowed to get away with this as it will signal to all parties possessed of tactical nuclear weapons that it is possible to put them to use without disclosure of that fact by the media. Perhaps more concerning is China’s silence on the nuclear aspect of this great crime – they are still sticking to their story of fire setting off explosions of stored chemicals. As we have shown, this story is about as credible as the one about hijacking airliners with boxcutters; given state control of the media in China, it might be a while before people learn the truth.

Identifying the type of weapon and Seismology of the event

Now we have established that a nuclear explosion took place, let us examine more closely the nature of that explosion. One important question is the delivery method – was it a strike by a cruise missile or was it a bomb hidden inside a shipping container? Or is there another answer to this question? The crater strongly indicates the explosion was sub-surface which appears to rule out the bomb having been smuggled into Tianjin in a shipping container. It does not rule out a cruise missile strike however – the ground in this area is very soft, alluvial deposits of soft silts and clays deposited over time by the nearby river. A cruise missile impacting this soft ground at over 500mph would surely penetrate to some depth; if a delayed action fuse was fitted to the warhead, this would create an shallow underground explosion. Jeff Smith provides further analysis:

Note the crater is about 400 feet wide as measured by comparison to the standard shipping container sizes of 40 feet. The crater is a complex crater with a cardioid shape indicating a very low altitude or surface contact blast. Side ways compression of the soil indicates some ground penetration. Penetration depth of ground is based on soil type and burst height. Horizontal crater size is roughly equal to ( for every 100 feet, 1 Kiloton in size) see charts. This would put the blast size depending on air burst altitude to be between 3 and 5 kilotons of explosive power.

Satellite image of Tianjin with overlay of blast radius

See Appendix B.

If it was a low altitude air burst, ground coupling will be less showing a smaller Richter scale reading than usual. The only question is the fallout issue. Was there any and of what type. Since it rained after the blast most of the fallout went out to sea proven by the massive fish kill in the bay. The safety zone was set at 3 kilometres. This is a correct value for small tactical nuke fallout range. 1 KM per KT. The only other question was it a uranium weapon a plutonium based weapon or other i.e. a fusion weapon? Uranium cannot be traced very well but a PU based weapon can be traced down to the reactor that made it and the chemical separation process that was used. Firemen were shown carrying radiation and poisonous gas detectors.

Given the 3km evacuation zone we can assume an explosive yield of around 3 kilotons.  A typical cruise missile nuclear warhead such as the Israeli ‘Popeye’ carries 6 kilograms of plutonium; using the rule of thumb of 1 kiloton yield per kilogram of plutonium, the size of the explosion correlates with the yield of a typical cruise missile warhead.

Jeff also noticed that a secondary blast took place; this is another indicator of the nuclear nature of this event, as Jeff explains:
Well it looks like there were two major blasts not just one. There are two sections of the video where the blast whites out the entire camera. This is the original neutron burst going off; everything else is a secondary or the atmosphere heating up and burning.
Note: The reaction caused, a sustained glowing in the sky which is a well known indicator of a nuclear explosion. Non-nuclear weapons do not provide a sustained “Sun-like” illumination because they do not have enough energy to ignite the oxygen and nitrogen in the atmosphere.

Another aspect that requires study is the seismology readings of the event.. Once again, Jeff provides some insight:

The first blast registered 2.3 on the Richter scale and the second 2.9. Eyewitnesses described what felt like a quake. USGS geophysicist John Bellini says seismographs detect man-made explosions in quarries all the time, but usually surface explosions are not detected very well because most of their energy dissipates upward into the air. The fact is that the Tianjin explosions registered a seismographic event that had as much energy as a small earthquake. One can reasonably conclude that unlike a surface explosion of chemicals, this kinetic energy released underground was caused by a powerful penetration of the surface.

In this article we have tried to provide a thorough but clear and concise analysis of the available evidence and show that it is clear that this was no simple fire in a chemical storage depot that resulted in an explosion but rather it was  the detonation of a nuclear weapon of unknown type by an unknown party. We will examine the who and why in a follow-up article.

This is a very significant event that will undoubtedly prove to be of great importance in subsequent world events. In many ways, this is China’s 9-11.

Let us all hope that unlike 9-11, the Nuking of Tianjin does not become the cassus belli for a whole series of unjustified, brutal and bloody conflicts.

One thing is already very clearly illustrated by this tragic event – the gloves are most definitely off when it comes to the use of tactical nuclear weapons; we are living in an new nuclear age where a great number of countries possess the means to create and deploy tactical nukes and most worrying of all, these low yield weapons can be used and have already been used without fear of mutually assured destruction; the doctrine that prevented the Cold War from going nuclear. This makes the world a much more dangerous place and undoubtedly means we will see many more nuclear explosions in future.

There is an old Chinese curse – “may you live in interesting times”; these are certainly ‘interesting’ times for anyone who is paying attention to events in China.

See Appendix C for further reading and reference materials.

Appendix A:

An introduction to the physical principles of thermonuclear explosive devices would be incomplete did it not give at least a cursory overview of the different approaches to igniting thermonuclear

micro-explosions.

A thermonuclear micro-explosion is an explosive release of thermonuclear energy many orders of magnitude smaller than from a thermonuclear weapon. To achieve this goal, the fission trigger must be replaced by some other means of producing the required ignition temperature, but in a much smaller volume and without the large energy release.

The possibility of thermonuclear micro-explosions is itself a consequence of two facts: first, the fact that the minimum volume to make a thermonuclear explosion is given by the range of the charged

fusion products \ 0 , and, second, scaling. At solid densities and thermonuclear temperatures the range is of the order of a few centimeters and, is inversely proportional to the density p of the thermonuclear explosive. We can therefore write for this range.

X0 = a/p, a — const.

For the DT reaction we easily find that the minimum ignition energy is about 108 Joules. To obtain a useful gain the output energy should be at least ~ 100 times larger, that is, 1010 Joules = 10 n erg, which corresponds to the explosive power of approximately 2 tons of TNT.

The ignition energy can be substantially reduced by increasing the density of the thermonuclear explosive. However, since for p > p, the compression to higher densities also requires energy, the input energy is in reality larger than the value given by Eq. (132).

The time r to deposit the energy in the target is given by r ^ r/v, where v is the thermal expansion velocity of the thermonuclear plasma of radius r, which is a function only of the temperature.

“Washington non ha impedito l’ascesa dell’Isis di proposito”. Parla l’ex capo dell’intelligence Usa.

Michael Flynn, ex capo della Defense Intelligence Agency (DIA): “Penso che sia stata una decisione. Penso che sia stata una decisione volontaria”.

Lieutenant General Michael T. Flynn, ex Director of DIA

Italy is Europe’s ticking time bomb.

In the long run, we're all dead, but if you're part of the eurozone, what's the difference? You might as well be already. Indeed, it seems almost impossible, but Italy has only grown 4 percent—in total—since the euro was created 16 years ago. That's worse than Greece.

Now, it hasn't all been bad news in Europe. Not only did Germany grow at a faster-than-expected 2.8 percent annual pace in the fourth quarter of 2014, but so did Spain. Even Portugal grew at a 2 percent pace. It was enough that the eurozone as a whole grew an at-least-it's-not-a-recession 1.2 percent. But these glimmers of good news are only those—glimmers. Greece's latest austerity showdown with Europe has scared its banks and businesses so much that its nascent recovery turned into a 0.8 percent contraction. And while Italy didn't shrink, it didn't grow either.

It doesn't get any better if you take a longer view. Portugal, as you can see above, has only grown 7.2 percent in 16 years, Greece a little more than 4 percent, and Italy right at 4 percent. What's gone wrong? Well, everything. They all have supply and demand problems. That first part means that it's too hard to start a business, too hard to expand one and too hard to fire people. That makes their economies sclerotic even in the good times, and doomed in the bad ones. But those bad times have been worse than they should have been, because the ECB has refused to do its job and keep inflation near 2 percent. In fact, it actually made things worse by raising rates twice in 2011 to fight what was mostly phantom inflation. It didn't help that they were forced to try to slash their deficits all at the same time. The result was a double-dip recession that's almost pushed them back to where they were when the euro began—and made their debt problems worse.

Italy is the real problem here, though. Greece and Portugal both have a lot of debt and both have been bailed out, but at least they're starting to recover and are small enough that Europe can extend-and-pretend what they owe into a tomorrow that never quite comes. But Italy isn't recovering at all, and its debts are too big to be ignored. So, to say the least, it's going to need to start growing more than 0.25 percent a year. The question is whether its people will give up on that happening inside the euro.

Who could blame them if they did?

Voi avete paura della morte, noi no”.

Terrorism in Africa: The Imminent Threat to the United States.

Ansar al Sharia recruits receive training at a camp near Benghazi.

Editor’s note: Below is Thomas Joscelyn’s testimony to the House Committee on Homeland Security’s Subcommittee on Counterterrorism and Intelligence on the threat posed by jihadist groups in Africa.

In preparing today’s testimony, I reviewed the history of al Qaeda’s plotting against the West. A number of facts demonstrate that al Qaeda’s presence in Africa has been tied to these efforts. For instance, declassified documents recovered in Osama bin Laden’s compound show that he ordered al Qaeda’s branches in Africa to select candidates capable of striking inside the U.S. Bin Laden also ordered al Qaeda’s African branches to coordinate their work with his “external operations” team, which was responsible for plotting attacks against Western interests. Some of al Qaeda’s most senior leaders, including those who have overseen al Qaeda’s planned attacks in the West, have come from Africa. Senior al Qaeda leaders embedded in Shabaab have also trained operatives to attack in Europe. I discuss this evidence in detail in the final section of my written testimony.

Complex tribal, ethnic, and religious dynamics mean that any summary of the situation in Africa will be necessarily incomplete.  However, I will attempt to distill some themes that are important for understanding the rising jihadist threat in the continent. While there are important differences between ISIS and al Qaeda, and the two are at odds with one another in a variety of ways, they are both inherently anti-American and anti-Western. Thus, they constitute a threat to our interests everywhere their jihadists fight.

Since the beginning of the year, the ISIS branch in Libya has repeatedly attacked foreign interests. The group has bombed and/or assaulted with small arms the Algerian, Moroccan, Iranian, South Korean and Spanish embassies in Tripoli. Fortunately, these attacks have caused only a few casualties, as foreign governments pulled most of their diplomatic personnel out of Libya months ago. But these incidents show the organization’s followers are deeply hostile to any foreign presence.

Other ISIS attacks on foreigners in Libya have been more lethal and at least two Americans have been killed by ISIS’ so-called “provinces.” In January, the group’s fighters launched a complex assault on the Corinthia Hotel in Tripoli. Ten people, including David Berry, a former U.S. Marine serving as a security contractor, were killed. In August 2014, jihadists from the ISIS province in the Sinai killed William Henderson, an American petroleum worker.

Some of ISIS’ most gruesome acts in North Africa have come with pointed threats against the West. In February, the jihadists beheaded 21 Egyptian Copts. The propaganda video showing the murders was entitled, “A Message Signed with Blood to the Nation of the Cross.” ISIS explicitly threatened Italy in the video and also made it clear that they would target Christians simply for adhering to a different faith. Earlier this month, ISIS’ branch followed up by killing a large group of Ethiopian Christians.

In March, ISIS claimed responsibility for the massacre at the Bardo National Museum in Tunis. More than 20 people were killed in the assault, which targeted foreign tourists. Citizens of Britain, France, Colombia, Germany, Italy, Japan, Poland, and Spain were among the victims. Although ISIS was quick to lay claim to the museum slayings, the reality is more complicated. The Tunisian government has blamed the Uqba ibn Nafi Brigade, which is part of al Qaeda in the Islamic Maghreb (AQIM), an official branch of al Qaeda. Based on publicly-available information, it appears that the attackers may have joined ISIS, but the operation itself was planned by the AQIM brigade’s leadership.

Al Qaeda’s international network continues to launch high-profile attacks across the continent. Some of these operations directly target foreigners. Earlier this month, Shabaab, al Qaeda’s official branch in Somalia, killed more than 140 people at the Garissa University College in Kenya. The gunmen reportedly separated out non-Muslims for killing, letting many Muslims go. This shows that the organization, like other parts of al Qaeda, is very concerned about the impact of its violence in the Muslim-majority world. In this respect and others, the Garissa attack was similar to Shabaab’s siege of the Westgate shopping mall in September 2013. More than 60 people were killed, with Shabaab’s gunmen singling out non-Muslims. Shabaab’s attacks in Kenya and other neighboring countries are part of what the UN has identified as the group’s “regional” strategy. Shabaab has undoubtedly suffered setbacks since the height of its power in East Africa, but it still operates a prolific insurgency inside Somalia, while also seeking to expand its capabilities in the surrounding countries. In fact, America’s counterterrorism efforts in East Africa seem to be principally aimed at the part of Shabaab tasked with exporting terrorism throughout the region.

As we’ve seen over the past several years, al Qaeda-affiliated groups in Africa will attack American and Western interests when the opportunity presents itself.  The September 11, 2012 attack on the U.S. Mission and Annex in Benghazi and the raid on the U.S. Embassy in Tunis three days later were carried out by al Qaeda-linked groups. The Ansar al Sharia organizations in Libya and Tunisia, both of which are tied to AQIM, were involved in these assaults on America’s diplomatic presence in North Africa. In early 2013, terrorists commanded by Mokhtar Belmokhtar killed dozens of foreign workers during the siege of the In Amenas gas facility in Algeria. Belmokhtar, who is openly loyal to Ayman al Zawahiri, claimed responsibility for operation on behalf of al Qaeda.

There is no doubt, therefore, that both ISIS and al Qaeda pose a threat to Western interests in Africa. Below, I explore current trends within both organizations, highlighting some ways these international networks may threaten Americans both home and abroad. But first, I briefly look at the different strategies ISIS and al Qaeda are employing to build up their networks.

Two rival jihadist models

In Africa, as elsewhere, we are witnessing two rival models vying for power among jihadists. While ISIS and al Qaeda share some of the same long-term goals, the two sides have adopted radically different approaches to marketing their ideology and expanding their base of support.

ISIS uses consistent branding, describing its followers around the world as part of a growing “caliphate” led by Abu Bakr al Baghdadi (the self-proclaimed caliph “Ibrahim I”). ISIS branches are branded as the caliphate’s “provinces,” whether they control significant territory or not. ISIS also markets its over-the-top brutality to project strength and intimidate its enemies. (Al Qaeda long ago decided that ISIS’ tactics, such as beheadings, were counterproductive for its cause.) The organization wants both its supporters and its foes to believe it is an ever-expanding menace that cannot be stopped. Because the group is so heavily invested in this type of messaging, it is relatively easy to track the organization’s international organization. Of course, certain aspects of ISIS’s operations remain hidden from public view. But ISIS broadcasts its presence around the world as loudly as it can.

Al Qaeda, on the other hand, has adopted precisely the opposite approach. Whereas ISIS wants people to see its international footprint, al Qaeda goes to great lengths to hide much, but not all, of its organizational structure. Al Qaeda’s strategy is far more clandestine in nature. In contrast to ISIS’ uniform branding, al Qaeda has adopted numerous brands, which serve to mask the extent of its influence, inculcate al Qaeda’s radical ideology in local populations, and attract support from individuals, organizations and governments that may not want to be seen as openly assisting al Qaeda. All of this makes tracking al Qaeda’s international network a far more difficult task.

Al Qaeda has played this game – using multiple brands, masking the extent of its influence – repeatedly in Africa. Consider the following examples.

In February 2012, Shabaab in Somalia and al Qaeda’s senior leadership announced their formal merger. Some analysts have incorrectly argued that Osama bin Laden rejected a formal merger when he was alive, and it was his successor, Ayman al Zawahiri, who decided to merge with Shabaab. But documents recovered in Osama bin Laden’s compound tell a different story. Bin Laden thought of Shabaab as part of al Qaeda’s international network well before his death. Bin Laden devoted al Qaeda’s resources to helping Shabaab. For example, he assigned one of his key lieutenants to research Shabaab’s governance efforts and the applicable sharia laws. The al Qaeda master simply didn’t want to announce the relationship, because he feared it would bring more international pressure on the East African group and limit its ability to raise funds from wealthy donors throughout the Gulf. In other words, bin Laden sought to conceal al Qaeda’s relationship with Shabaab as much as possible.

Similarly, AQIM does not typically advertise its links to the aforementioned Ansar al Sharia groups in Libya and Tunisia. However, both the United Nations’ National Security Council and the U.S. government have formally recognized those connections. Indeed, Ansar al Sharia Libya was led by an al Qaeda loyalist named Mohammed al Zahawi. But Zahawi’s past, including the fact that he had personally met with Osama bin Laden in the 1990s and adopted al Qaeda’s jihadist program, did not become publicly known until after Zahawi’s death was confirmed. Astute observers could see from the beginning that these Ansar al Sharia groups were operating as part of al Qaeda’s international network, but al Qaeda does not advertise this relationship the same way ISIS markets its presence in North Africa. This has led to much confusion in the public reporting.

In a report published in August 2012 (“Al Qaeda in Libya: A Profile”), the Defense Department’s Combating Terrorism Technical Support Office (CTTSO) concluded that al Qaeda had a clandestine strategy for building up its presence inside Libya. The CTTSO surmised that al Qaeda was using alternative names, such as Ansar al Sharia, to hide its designs and that senior terrorists inside the country were communicating with al Qaeda’s senior leadership in Pakistan. Documents recovered in Osama bin Laden’s compound show that al Qaeda operatives were, in fact, dispatched to Libya early on in the uprisings against Muammar al Qaddafi. They were tasked with organizing al Qaeda’s efforts, but their presence was unannounced.

These are just some examples of how al Qaeda deliberately hides its presence in African countries. This simple tactic has led to some deep biases in the public reporting on jihadism in Africa and elsewhere. Namely, the extent of al Qaeda’s international network is consistently underestimated. And, in some ways, ISIS’ international presence has been overestimated. For instance, when fighters loyal to ISIS held a parade in Derna last year, multiple press outlets reported that ISIS had taken full control of the Libyan city. Some reports make this claim to this day, even though it is obvious that other jihadist groups still have a significant presence in Derna and ISIS does not dominate the city in its entirety.

This observation is not intended to downplay the seriousness of ISIS’ international expansion. ISIS’ “provinces” have grown dramatically in some key areas. But exposing al Qaeda’s clandestine strategy provides key context for understanding the unfolding story inside Africa.

Overview of the ISIS presence in Africa

In this section, I provide a sketch of the ISIS presence in Africa. It is important to note that while ISIS has grown in Africa, numerous reports and analyses have inaccurately characterized the manner in which the organization has grown. For example, some claimed that AQIM was going to defect to ISIS. There is no evidence that this was considered a serious possibility by AQIM’s senior leadership. The organization has explicitly rejected ISIS’ claim to rule as a caliphate, reaffirming its allegiance to Ayman al Zawahiri in the process. Similarly, speculative reports have claimed that Shabaab may defect to ISIS. While it is certainly possible that factions within Shabaab may want to join ISIS, there is no indication that the overall organization plans to do so. In fact, Shabaab’s propaganda over the past several months has continued to advertise its role in al Qaeda’s network.

Still, the ISIS presence in Africa is worrisome for many reasons. As explained above, ISIS’ branches have repeatedly attacked foreign interests, while also threatening the West. Consider the following additional observations:

The ISIS presence in Africa has grown significantly over the past year, especially in Libya, Tunisia, and the Sinai. The ISIS announced its merger with a wing of Ansar Bayt al Maqdis (“ABM”) late last year, turning the group into one of its so-called “provinces.” ISIS’ growth in Libya and Tunisia has been fueled mainly by young jihadists. Fighters returning to their home countries from Iraq and Syria have provided a pool of resources for ISIS. As of this writing, ISIS has a major presence in the city of Sirte and significant contingents in Benghazi and Derna, as well as elsewhere in Libya. While Ansar al Sharia in Libya and Tunisia have not defected to ISIS, the “caliphate” has successfully poached some members and leaders from these groups. For example, Ansar al Sharia Libya’s chief sharia official in Benghazi joined ISIS earlier this year.

ISIS gained a significant footing in West Africa by merging with Boko Haram earlier this year. The first indications of the ISIS-Boko Haram relationship could be seen in the latter’s propaganda, which has been typically poor. Over the past several months, Boko Haram’s propaganda became significantly better, showing multiple signs of ISIS’ influence. ISIS likely sent a team to Nigeria to improve Boko Haram’s media capabilities and to negotiate the alliance. Boko Haram now calls itself the Islamic State in West Africa, or the Islamic State’s Province in West Africa.

In Algeria, a small group of AQIM commanders has defected to ISIS. Prior to their defection, virtually no one had even heard of them. However, ISIS’ Algerian arm has already committed some attacks, including the beheading of a French hostage last year.

ISIS’ “provinces” in Africa are part of an international network, so their operations are not confined to the continent. For instance, Libya and Tunisia have probably contributed more jihadists, on a per capita basis, to the jihad in Iraq and Syria than any other countries. This facilitation pipeline has existed since the height of the Iraq War. ISIS has used this recruiting network to build its presence in North Africa by sending some key leaders and fighting units back to their home countries. Saudis, Yemenis and other nationalities have also been identified as being among ISIS’ main leaders in Libya.

ISIS’ expansion in Africa is not just aimed at growing support from local recruits, but is also part of its ongoing effort to attract foreign fighters from around the world. Through mid-2014, the Islamic State was focused on recruiting foreigners for its battles in Iraq and Syria. Since then, the group has increasingly called for foreign fighters to join its cause in African hotspots. When announcing its merger with Boko Haram, for example, the Islamic State’s spokesman specifically called on new recruits to join the “caliphate” in West Africa if they could not make the trip to the heart of the Middle East or elsewhere. “All Muslims, you should all come to your State, for we are calling on you to mobilize for jihad,” ISIS spokesman Abu Muhammad al Adnani said in March. He continued: “We incite you and call upon you to immigrate for jihad and to immigrate to your brothers in West Africa.” Just in the past few days, a Libyan ISIS fighter released a message calling on recruits to join him in North Africa. Similarly, there have been some limited efforts to turn the Sinai into a destination for foreign fighters.

There is evidence that at least one potential American recruit saw Libya as a viable destination for waging jihad on behalf of ISIS. The FBI has alleged that Specialist Hasan R. Edmonds, a member of the Army National Guard in Illinois, intended “to travel overseas and fight on behalf of” ISIS. The investigation allegedly revealed that Edmonds was willing to join ISIS in North Africa. “I am fine being in Egypt, Sham, or Libya to be honest akhi [brother],” the defendant said in one conversation, according to the FBI. “I just want to answer the call.” Edmonds reportedly wanted to join ISIS’ ranks in Derna, Libya.  Authorities have also charged Jonas Edmonds, Hasan’s cousin, with “planning an attack at a military base in Northern Illinois where Specialist Edmonds had been training.” Of course, other Americans have been drawn to ISIS in Iraq and Syria. There is a possibility that more of them will seek out jihad in Africa instead.

A notorious terrorist who helped recruit the 9/11 suicide pilots has reportedly helped ISIS grow its footprint in Egypt. According to a credible report, Mohammed Zammar, who helped recruit al Qaeda’s Hamburg cell for the 9/11 plot, has joined ISIS. Zammar had been imprisoned by the Assad regime in Syria, but was freed as part of a prisoner exchange with ISIS. In return for securing his freedom, Zammar joined ISIS and reportedly helped the organization woo Ansar Bayt al Maqdis in the Sinai to its cause.  Zammar even traveled to the Sinai to close the deal. This is troubling because it means that a jihadist who is adept at recruiting Westernized jihadists is traveling freely. It is possible that Zammar could once again help recruit young jihadists for a special operation in the West.

Overview of al Qaeda’s presence in Africa

While ISIS gets most of the headlines these days, al Qaeda is still a major player in Africa. In this section, I rely heavily on declassified documents captured in Osama bin Laden’s compound to explain how al Qaeda is structured in Africa. The bin Laden files demonstrate that al Qaeda has a much more cohesive international infrastructure than is commonly believed. While that infrastructure has undoubtedly evolved, especially with the loss of some leaders, it is unwise to assume that it has been eliminated entirely. Indeed, there are multiple indications that the al Qaeda bureaucracy established under bin Laden lives on. The following points will hopefully illuminate the threat posed by al Qaeda’s network inside the continent:

Al Qaeda has two official, regional branches in Africa: Al Qaeda in the Islamic Maghreb (AQIM) and Shabaab in Somalia. The leaders of both organizations have sworn bayat (oath of allegiance) to al Qaeda’s senior leadership. The leaders of both organizations remain openly loyal to Ayman al Zawahiri, al Qaeda’s emir. While AQIM and Shabaab are often called al Qaeda “affiliates,” al Qaeda refers to them as “regions” or “branches.” Osama bin Laden also used the phrase “regional areas” to describe al Qaeda’s presence in various places. This terminology helps to better understand how al Qaeda is actually organized. Each regional emir oversees al Qaeda’s efforts in his designated area. So, AQIM emir Abu Musab Abdel Wadoud (a.k.a. Abdelmalek Droukdel) is in charge of al Qaeda’s efforts in North Africa, west of Egypt, stretching down into Mali. Shabaab’s emir, Ahmed Diriye (a.k.a. Sheikh Ahmad Umar and Abu Ubaidah), is generally in charge of al Qaeda’s efforts in Somalia and East Africa.

Al Qaeda designates certain operatives to work on what it calls “external operations,” or “external work,” which includes spectacular terrorist attacks against Western interests. Osama bin Laden ordered al Qaeda’s regional emirs, including the head of AQIM, to coordinate their efforts with the deputies he put in charge of al Qaeda’s “external work.” The al Qaeda deputy in charge of “external operations” from 2010 until his capture in September 2011 was Yunis al Mauritani. Al Mauritani was recently sentenced to a lengthy prison in his home country. Bin Laden set forth a specific chain of command to oversee “external operations.” Yunis al Mauritani reported to Atiyah Abd al Rahman (then al Qaeda’s general manager), who answered to bin Laden himself. In his letters to Rahman, Bin Laden stressed that each of al Qaeda’s “regions” must coordinate all “external work” with his deputies. He even wanted Rahman to inform “the brothers in Yemen” (AQAP) “that working in the sea, even within the territorial waters of the [Arabian] Peninsula, is to be considered external work that requires coordination with you.” In another declassified document, bin Laden made it clear that al Mauritani was “in-charge of the external operations in Africa, except the Islamic Maghreb states, starting from Libya to Mauritania, which is under the control of brother Abu Musa’b ‘Abd-al-Wadud [the emir of AQIM], and the African horn, which is under the control of the Emir of Al-Shabaab Mujahideen Movement.”

Osama bin Laden ordered each of al Qaeda’s branches, including AQIM in Africa, to identify recruits capable of launching attacks inside the U.S. “It would be nice if you would ask the brothers in all regions if they have a brother distinguished by his good manners, integrity, courage, and secretiveness, who can operate in the U.S.,” bin Laden wrote to his top manager, Atiyah Abd al Rahman, in May 2010. Bin Laden explained that an operative selected to attack the U.S. should be able to “live there, or it should be easy for him to travel there.” And each regional emir “should tell us this without taking any action and also tell us whether or not [the chosen operative] is willing to conduct a suicide operation,” bin Laden wrote. Bin Laden continued: “It would be nice if you [Rahman] would send two messages – one to Brother Abu Mus’ab ‘Abd-al-Wadud [the emir of AQIM], and the other to Brother Abu Basir Nasir al-Wuhayshi [the emir of AQAP] – and ask them to put forward their best in cooperating with Shaykh Yunis in whatever he asks of them.” Al Qaeda’s founder wanted AQIM to help pay for the operations: “Hint to the brothers in the Islamic Maghreb that they provide [Yunis al Mauritani] with the financial support that he might need in the next six months, to the tune of approximately 200,000 euros.

Some of al Qaeda’s most senior leaders, including those tasked with overseeing external operations, have come from Africa. Saleh al Somali was al Qaeda’s external operations chief until his death in late 2009. Somali’s jihadist pedigree stretched back to al Qaeda’s earliest efforts in eastern Africa, when the terror organization trained Somali militia to attack American forces. At the time of his death, Somali’s close ties to Shabaab were considered especially problematic, given Shabaab’s ability to recruit Americans.
The aforementioned Yunis al Mauritani was al Qaeda’s external operations chief from 2010 until his capture in 2011. Al Mauritani “participated in the formation” of AQIM. He joined the Salafist Group for Call and Combat (GSPC), AQIM’s predecessor, in 2001 and was sent by GSPC’s leadership to cement their deal with al Qaeda in 2007. In 2010, he was in charge of a plan, backed by bin Laden, “to ostensibly damage the economy of Europe.”
The biographies of terrorists such as Somali and Mauritani show that al Qaeda has used its presence in Africa to build a deep roster of talent.

Senior al Qaeda operatives embedded within Shabaab’s ranks have planned attacks in the West. As I testified before this committee in July 2011, senior al Qaeda operatives have held some of Shabaab’s most important positions since its earliest days. And these operatives have been responsible for plotting attacks against Western and other foreign interests. One of these leaders, Fazul Abdullah Mohammed, was killed in 2011. Authorities found plans for attacking London in Fazul’s possession. A group known as the “London Boys” was trained by Fazul and reportedly tasked with executing attacks in the UK.

AQAP’s leaders are now al Qaeda’s general management team and they have worked closely with Shabaab, as well as with AQIM. Given that AQAP has led al Qaeda’s attempts to attack the U.S. Homeland in recent years, it is possible that the group will seek to employ al Qaeda’s African assets against the West. In previous testimony, I highlighted the close ties between Shabaab and AQAP. Since that time, AQAP’s emir, Nasir al Wuhayshi, was named al Qaeda’s global general manager. This role gives him broad power across all of al Qaeda’s branches. (Indeed, this is the same position that was held by Atiyah Abd al Rahman, who is discussed above.)  Al Qaeda documents first published by the Associated Press also show that Wuhayshi has been in close contact with the leadership of AQIM.

In addition to its two official branches, there are a number of other jihadist groups in Africa that are part of al Qaeda’s international network. The most significant organizations include: Ajnad Misr (Egypt), Ansar al Din (Mali), Ansar al Sharia Libya, Ansar al Sharia Tunisia (which has been inactive of late), Ansaru (Nigeria), Al Mourabitoun (North Africa and Mali) and the Uqba bin Nafi Brigade (Tunisia). Just recently, another new group called Al Muhajiroun (the “Emigrants of East Africa”) was established. In its founding video, the group says it “owes allegiance” to the emir of Shabaab and Ayman al Zawahiri.
